Why does Russia want to avoid discussion in UNSC on the issue of Syrian chemical weapons?

Russia UNSC: Russia will abstain from the monthly UN Security Council discussion on the issue of chemical weapons in Syria. “It is regrettable that this year began with another briefing on the Syrian chemical file,” Xinhua news agency quoted Dmitry Polansky, Russia’s first deputy permanent representative to the United Nations, as saying. The Deputy Permanent Representative said that Thursday’s (January 5) morning meeting on the issue of Syrian nuclear weapons was an open invitation of the Security Council for 2023. We, along with other Council members, have repeatedly pointed out that there is no point in raising this topic every month just for show, to serve the internal political work of many Western states. It reduces the value of discussion in the Council and weakens the authority of this body. Polanski said, “Until that is done, we see no point in entering into a discussion on this subject.”
